The Ontario Arts Council (OAC) requires an experienced research professional to join OAC’s leadership team. You’ll provide expert guidance, produce, analyze and share valid and credible research in support of business and strategic planning, performance measurement, program evaluation, advocacy for artists and arts organizations across Ontario, while increasing the public’s understanding of the economic, social and cultural impacts of the arts.
- Contribute valuable strategic insight and participate in the highest-level of organizational decision-making, as a key member of OAC’s senior management team.
- Lead and manage a comprehensive and strategic research, policy and evaluation function in support of OAC’s vision, mission, strategic plan objectives and goals.
- Supervise or conduct research initiatives, develop and analyze public policy, and measure the effectiveness of OAC programs.
- Play a key leadership role in the development of the strategic plan, performance measurement framework, corporate and public policy positions, and program evaluation.
- Develop and implement approaches to program evaluation, partnerships and services and reporting on OAC’s impact that is linked to its planning, budgeting, policy analysis and program development activities.
- Manage corporate data sets used for the strategic analysis of data, identification of trends, reporting and performance measurement, including impact indicators.
- Design and lead the evaluation of program effectiveness, in collaboration with the Director of Granting.
- Identify, monitor and analyze external and internal initiatives, public policy issues and trends affecting Ontario’s arts sector to inform public policy development.
- Generate responses and reports addressing a variety of complex requests from stakeholders regarding OAC granting activity.
- Play a key role in determining OAC’s data and information needs, systems and technical initiatives for tracking and reporting purposes.
- Manage assigned research activities and budget in an efficient and cost-effective manner.
- Manage and supervise a Research Analyst, and provide direction, advise and support.
- Make presentations at board meetings, meetings with stakeholders, and at public events.
- Engage the arts community and other funders on a regular basis to keep abreast of current research and government policies that impact OAC’s work and the work of artists and arts organizations.
- Post-secondary education (preferably post-graduate) in social science or other relevant field;
- Ten years+ progressive experience in the conduct of research or studies to formulate recommendations in a related area;
- Extensive knowledge of research methodology, statistical and quantitative analysis and qualitative research methods, logic models, performance measurement, and program evaluation;
- Experienced in data analytics, research, conceptual and problem-solving skills required to design and manage implementation of complex research, program evaluation, performance management and other data-related initiatives;
- Ability to synthesize information and present results in clear and concise reports as well as communicate authoritatively and credibly about research results and data;
- Demonstrated knowledge of and experience in the development of public policy;
- Demonstrated knowledge of the principles and practices of program evaluation;
- Demonstrated excellent interpersonal and communication skills to collaborate with diverse stakeholders, both internal and external, and to provide functional guidance and direction;
- Recognized leadership and project management skills in order to lead special diverse project teams;
- Highly developed written communication skills in order to synthesize and present complex information and statistics in a clear and understandable manner;
- Ability to organize workload and follow through on tasks with minimal supervision;
- Advanced skills and understanding of MS Office (Excel) as well as related software tools, such as PowerBI and Tableau used for evaluation and data analytics;
- Sound people management and budget management experience and skills;
- Knowledge of the not-for-profit sector and the history, current trends, issues, impacting on all areas of art in Ontario and in Canada with a clear understanding of OAC mandate and objectives;
- Fluency in verbal and written French is an asset.
